On February 21, Human Resources Minister Diane Finley addressed the Canadian Club of Toronto in a speech titled "Changing Demographics in Canada." Finley discussed her government's plans to announce reforms to Old Age Security in its next budget. The Canadian government expects OAS costs will rise from $36 billion to $108 billion by 2030. Finley's speech focused on the need to make changes in order to maintain the country's financial security.
