Michael Ignatieff, a professor at the Carr Center for Human Rights Policy at Harvard University, delivers a speech entitled “Peace, Order and Good Government,” Ottawa, Ont., March 12, 2004. Mr. Ignatieff analyzes Canada’s foreign policy agenda, including the importance of maintaining a close but independent relationship with the United States. He argues that Canada should ensure the safeguarding of the basic tools of national economic policy.
