Public Works Minister Ralph Goodale presents a speech entitled “Restoring Ethics in Government” at the Economic Club of Toronto, Ont., November 27, 2003. Mr. Goodale outlines a number of government initiatives aimed at improving accountability, including better public reporting and procurement practices.

Charles Dalfen, the chair of the CRTC, outlines the 2003 Broadcasting Policy Monitoring Report in Ottawa, Ont., December 2, 2003. The report assesses the state of the Canadian communications industry.

Also on the program, Jean-Pierre Kingsley, the chief electoral officer of Canada, speaks at the National Forum on Youth Voting in Calgary, Alta., October 30, 2003, where he discusses the declining participation in the electoral process of Canadian youth aged 18–24. Mr. Kingsley outlines the reasons for low voter turnout, including low levels of political knowledge and interest, the declining sense that voting is a civic duty, and lack of contact with political candidates and parties.
