Lewis Mackenzie (a Canadian peacekeeper and retired major-general) presents a speech at the Empire Club of Canada, Toronto, Ont., April 14, 2004. In his speech, entitled “Who’s the World’s Sherriff – the UN or the United States?,” Mr. MacKenzie explores the inner-workings of the UN Security Council, arguing that it has become dysfunctional. He also discusses military and state intervention in various conflicts.

In Ottawa, Ont., Paul Heinbecker (the former Canadian ambassador to the UN) delivers a speech about what he calls Canada’s “values-based, interest-oriented foreign policy,” March 18, 2004. Mr. Heinbecker then takes questions from audience members.
