Public Record - 2008 Manitoba Speech from the Throne


John Harvard (the 23rd Lieutenant Governor of Manitoba) delivers the Speech from the Throne and opens the third session of the 39th Manitoba legislature, November 20, 2008.

The speech outlines the province's response to the growing global financial crisis by committing to balancing the 2008–2009 budget. The speech also commits the province to a four-year $4.7-billion infrastructure plan to fund much-needed capital projects in health, education, transportation, water and waste-water treatment, as well as housing.
