Manitoba Finance Minister Greg Selinger delivers the 2009 Budget, Winnipeg, Manitoba, March 25, 2009. The Manitoba government is going to boost spending to universities and colleges by six per cent, and provides for $1.6 billion in infrastructure work to create jobs. The government also plans to take $110 million out of its “rainy-day” fund.
