2009 Law and Parliament Conference (Part 1 of 9)
The Institute of Parliamentary and Political Law holds its third Law and Parliament Conference, Toronto, Ont., November 12–14, 2009. This year's conference theme is “Parliament and Government: Partners and Adversaries.” During this November 13th session, entitled “The Parliamentary Scene,” parliamentary law experts discuss the legal framework for changing governments without an election. The speakers are Bryan Schwartz (Faculty of Law, University of Manitoba), Louis Massicotte (Department of Political Sciences, Laval University), Graham Steele (Minister of Finance, Nova Scotia), and Robert Hazell (director, The Constitution Unit (United Kingdom)). Robert Walsh (the chair of the IPPL board) makes opening remarks. Later, the speakers field questions from conference attendees.
