On September 27, 2012, in Ottawa, the Rideau Institute organized a conference titled "Circumpolar Challenges: An ambitious agenda for the Arctic Council." The third panel examined the issue of granting certain nations permanent observer status to the Arctic Council and featured Matthias Brinkmann (head of the delegation of the European Commission to Canada), Terry Fenge (former executive director, the Canadian Arctic Resources Committee) and Kathrin Keil (research associate, The Arctic Institute).
