Speaker of the Senate Noël A. Kinsella addresses participants at the Teachers Institute on Canadian Parliamentary Democracy, Ottawa, Ont., November 9, 2006. The Teachers Institute is an annual professional development event held for specially selected Canadian educators.

Mr. Kinsella describes the Senate’s role in the Canadian system of government, the passing of legislation in the Senate, and the chamber’s ceremonial function. After speaking, Mr. Kinsella answers questions from participants. Blair Armitage (principal clerk for the Senate of Canada) makes opening remarks.
