At an annual conference hosted by the Canadian Defence and Foreign Affairs Institute, a panel of experts discuss Canada’s foreign policy, Ottawa, Ont., October 30, 2006.

Conference chair Peter Harder (Foreign Affairs Canada) makes opening remarks and moderates. Mr. Harder also asks the panellists to consider the flexibility of Canadian foreign policy and the appropriate length of time between implementation and evaluation of foreign policy conduct.

The panellists are David Bercuson (University of Calgary), Stéphane Roussel (Université du Québec à Montréal), and Paul Heinbecker (Centre for International Governance Innovation). After speaking, panellists respond to each other’s arguments.
