Noble (Carleton University) presents a speech entitled “Fortress America or Fortress North America.” Mitchell Optican (U.S. Department of Homeland Security) comments on Mr. Noble’s presentation and presents a speech entitled “A North American Perimeter: What Are the Options.” Following their speeches, the presenters respond to questions from the audience. Christopher Rudolph (University of California–Los Angeles), Rey Koslowski (Rutgers University), and Joel Sokolsky (Royal Military College of Canada) participate in the discussion.
