The National Assembly of Quebec holds a general meeting to discuss Bill n° 9 (An Act respecting the consultation of citizens with respect to territorial reorganization of certain municipalities), Quebec City, Que., September 9, 2003.

Appearing before the commission are Gérald Tremblay (Mayor of Montreal), Francine Ruest-Jutras (Mayor of Drummondville), Jacques Olivier (Mayor of Longueuil), Pierre Pilon (Mayor of Mont-Tremblant), and Marc Gascon (Mayor of Saint-Jérôme).

Other participants include Diane Lemieux (the Official Opposition critic for municipal affairs), Rita Dionne-Marsolais (the Official Opposition critic for the Montreal area), Jean-Marc Fournier (Minister of Municipal Affairs), and Fatima Houda-Pepin (the chair of the Committee on Agriculture, Fisheries and Food).
