The National Assembly of Quebec holds a general meeting to discuss Bill n° 9 (An Act respecting the consultation of citizens with respect to territorial reorganization of certain municipalities), Quebec City, Que., September 9, 2003.

Appearing before the commission are Jacques Jobin (vice-president of the executive committee for Quebec City), Jean-Paul L’Allier (Mayor of Quebec City), Roger Carette (Mayor of Saint-Georges), Marc Gascon (Mayor of Saint-Jérôme), and Jean-Claude Beauchemin (Mayor of Rouyn-Noranda).

Other participants include Margaret Delisle (the deputy government whip), Diane Lemieux (Official Opposition critic for municipal affairs), Agnès Maltais (Parti Québécois MP for Taschereau), and Jean-Marc Fournier (Minister of Municipal Affairs).
