The National Assembly of Quebec holds a general meeting to discuss Bill n° 9 (An Act respecting the consultation of citizens with respect to territorial reorganization of certain municipalities), Quebec City, Que., September 11, 2003.

Appearing before the commission are Jacques Langlois (the leader of the l’Action civique de Québec party), Paul Shoiry (Arrondissement de Sainte-Foy Sillery), Ralph Mercier (the president of l’Arrondissement de Charlesbourg), Martin L’Heureux (Coalition de l’Ouest de l’Île de Montréal pour une démocratie locale), and Claude Trudeau (Coalition des citoyen(ne)s pour la défusion de la ville de Saint-Lambert).

Other participants include Diane Lemieux (Official Opposition critic for municipal affairs), Margaret Delisle (the deputy government whip), Agnès Maltais (Opposition critic for the National Capital), and Jean-Marc Fournier (Minister of Municipal Affairs).
