“Prescription for Change,” a health-care policy conference organized by the Council of Canadians and the Canadian Centre for Policy Alternatives, is held in Ottawa, Ont., February 7, 2003.

In this session, panellists discuss the expansion of medicare. Speakers include Dr. Joseph Mikhael (chair of the Canadian Association of Interns and Residents), Pat Armstrong (a professor at York University), Bruce Campbell (executive director of the Canadian Centre for Policy Alternatives), and Maude Barlow (the voluntary chair of the Council of Canadians).
