Keith Irving, a city councillor in Iqaluit, Nunavut, speaks about the effects of climate change on the Arctic and discusses the importance of the Kyoto Protocol for the North. He is introduced by Regina city councillor Mike Badham and by John Schmal, the president of the Federation of Canadian Municipalities.
