Municipal Leaders’ Forum on Implementing Kyoto, Regina, Sask., April 29, 2003. Panellists discuss the federal and municipal response to recommendations on the implementation of the Kyoto Protocol on climate change.

Participants in this session include Charles Spelay (Office of Energy Efficiency), John Hnatyshyn (Infrastructure Canada), Michel Gareau (Environment Canada), and Bill Wells (a Regina city councillor). Following the presentations, panellists engage in a question-and-answer session with audience members. Louise Comeau (Canadian Federation of Municipalities) moderates the audience discussion.
