The government faces numerous inquiries about its proposals for the renewal of the Canadian federation in the aftermath of the October 30, 1995, referendum on Quebec sovereignty; Marcel Massé (Minister of Intergovernmental Affairs), Deputy Prime Minister Sheila Copps, and Allan Rock (Minister of Justice) are asked about the possibility of a constitutional veto for the provinces, the recognition of Quebec as a distinct society, and concerns about constitutional reforms raised by the western provinces.
