Tessier Ltée provides crane and heavy equipment rental services in Quebec, as well as maintaining and repairing equipment. A small part of the company’s activities also includes longshoring, which falls under federal jurisdiction. Tessier unsuccessfully challenged the respondent’s 2007 decision that its activities were within provincial jurisdiction over labour relations.
