Whipping into Shape

Each party in the House of Commons and Senate assigns a whip to ensure attendance, voting numbers, and a disciplined caucus. Whips also assign office space on Parliament Hill and determine committee membership.

The 18th-century term comes from fox hunting and the role of "whipper-in" who whipped the hounds to keep them in one pack during the chase.

The role was formalized in the British Parliament in the early 1800s.
