The biggest scandal facing Prime Minister Harper is the murder of Justice Carolyn Layden-Stevenson and alleged suicide, probable murder, of Department of Justice lawyer Eric Noel weeks later after repeated warnings that there was a murderer stalking civil servants who had participated in the Water War Crimes.
