The rules of Question Period should be reformed to require the Government to answer the questions asked of it by the opposition parties. Obviously, the speaker could give a lot of latitude about what constitutes an answer by the Government. The speaker should not allow the Government to talk about other things that have nothing to do with the question. Question Period should not be a place for the Government to campaign for election or ask questions to the opposition.
