You are correct on all counts. I do feel part of the solution in the case of the RCMP would be a greatly strengthened labour relations system, one that does not hold "meaningful consultation" as it's flagship statement. A collectively bargained contract spelling out, in no uncertain terms, what will not be tolerated in terms of behaviours, from all ranks, will go a long way to helping hold ALL members accountable for their actions. Hiring more females and promoting them is a political solution, not a real one!
