1981 Constitution Speeches in the House of Commons – 7:30 pm ET / 4:30 pm PT
Relive history. On November 5, 1981, Prime Minister Pierre Trudeau addressed the House of Commons after reaching an agreement to patriate the constitution with nine out of ten provinces. His address followed an intense round of negotiations between the provinces and the federal government, which was held in Ottawa. Quebec Premier René Lévesque refused to sign the agreement. Opposition Leader Joe Clark and NDP Leader Ed Broadbent also responded to the Prime Minister's address.
