The committee wraps up its hearings on Bill C-54, the government's effort to protect the public from offenders found not criminally responsible (NCR) for their crimes. The bill would amend the mental disorder regime in the Criminal Code and create a high-risk designation category.

Christine Russell, the widow of Toronto Police Sergeant Ryan Russell is the next witness. Her husband was killed in the line of duty by a man later found NCR. Mike McCormack from the Toronto Police Association and Heidi Illingworth with the Canadian Resource Centre for Victims of Crime are the other presenters on this panel.
MPs conduct clause-by-clause review of the bill after hearing from the witnesses.
