New Democrat MP Randall Garrison appears at the committee to discuss his transgender rights bill. C-279 would amend the Canadian Human Rights Act to include gender identity and gender expression as prohibited grounds for discrimination. It would also amend the hate crimes section of the Criminal Code.

The bill was first passed in the House of Commons more than two years ago, but it died on the order paper when the 2011 election was called. It recently passed again in the House in March, with the support of 18 Conservatives, including four cabinet ministers.

Senators also hear from David Langtry and Ian Fine, the acting chief commissioner and secretary general respectively of the Canadian Human Rights Commission, Ryan Dyck with Egale Canada, and Greta Bauer from the University of Western Ontario.
