Legal and Constitutional Affairs

Justice Minister Rob Nicholson appears at the committee to discuss two pieces of legislation. The minister speaks first about C-36, the government's bill to crack down on elder abuse. A proposed amendment to the Criminal Code would make age-related abuse an aggravating factor for sentencing purposes.

He then responds to questions about Bill S-12, which deals with whether federal regulations can or cannot use the technique of incorporation by reference.
