Senators begin their review of the government's bill (C-51) to improve the federal witness protection program with a briefing from Public Safety Minister Vic Toews. Department official Trevor Bhupsingh and RCMP representatives Stephen Foster and Ian Bradley also testify. The program is administered by the national police force.
