Legal and Constitutional Affairs

Senators deal with two pieces of legislation during the meeting. They first conduct clause-by-clause consideration of Bill C-15, which would amend the National Defence Act and other Acts in order to strengthen the military justice system.

The committee then continues its review of a Conservative private member's bill (C-350) that aims to increase the accountability of offenders. The proposed legislation would ensure that any monetary award owed to an offender as a result of a civil lawsuit against the Crown would be distributed by priority to fulfill outstanding debts, such as child support or victim surcharges.

Don Head, federal Correctional Service commissioner, and Michel Laprade, general counsel for the Correctional Service, discuss how Bill C-350 would affect the correctional system.

Stephen Fineberg, vice-president of the Canadian Prison Law Association, outlines his association's opposition to the proposed bill.
