Legal and Constitutional Affairs

Senators continue their review of a bill (C-350) that aims to encourage the accountability and responsibility of offenders. Conservative MP Guy Lauzon proposes to change the way that any monetary amount that is awarded to an offender as a result of a legal action will be distributed. The money would first be put toward financial obligations, including child support and restitution orders.

Howard Sapers, the federal correctional investigator, Ivan Zinger, executive director and general counsel of the Office of the Correctional Investigator, and Kim Pate, executive director of the Canadian Association of Elizabeth Fry Societies, discuss their concerns with the bill.

Committee members then hear from two victims of crime during the last part of the meeting. Joanne Jong also shares her concerns with the bill, while Nicole Latour supports it.
