Liberal Senator Wilfred Moore discusses Bill S-217. As the sponsor of the bill, he explains how the implementation of S-217 would restore the status quo to the Financial Administration Act prior to the changes made in 2007 with Bill S-207. The bill aims to have Parliament once again involved in the approval process when the government seeks to borrow money.

Department of Finance officials Wayne Foster and Marie-Josée Lambert and Ron Morrow of the Bank of Canada testify during the second part of the meeting. Dalhousie University assistant professor Lori Turnbull and Peter Devries, a consultant on fiscal affairs, appear during the third part of the meeting.
