David Crombie (Secretary of State of Canada) tables Bill C-93, to enact the Canadian Multiculturalism Act, leading to a dispute about procedures for the tabling of bills.

Riis, Aideen Nicholson, Dan Heap, John Parry, Les Benjamin, Jean-Robert Gauthier, John R. Rodriguez, Lloyd Axworthy, Neil Young, Bill Blaikie, and Iain Angus.

In Question Period, John C. Crosbie (Minister of Transport) answers questions on airport security procedures, while John McDermid (Parliamentary Secretary to the Minister for International Trade) and Prime Minister Brian Mulroney are asked about a delay in the production of the final text of the Canada–U.S. Free Trade Agreement.

Ken James rises on a question of privilege concerning allegations made against him in his role as chair of the Legislative Committee on Bill C-204.

Svend J. Robinson introduces the second reading of Bill C-208, a bill to amend provisions in the Criminal Code concerning abortion; participating in the debate are Ross Belsher, Gabrielle Bertrand, Bob Horner, Bill Gottselig, Bill Attewell, Richard Grisé (Parliamentary Secretary to the President of the Privy Council), and Jean-Guy Hudon (Parliamentary Secretary to the Secretary of State for External Affairs).
