2nd Session—33rd Parliament

Jim Edwards presents two reports of the Standing Committee on Communications and Culture concerning the National Archives of Canada.

Members complete the report stage consideration and third reading of Bill C-64, a bill to amend Income Tax Act. Tom Hockin, Aideen Nicholson, Mike Cassidy, George Baker, John Parry, Donald J. Johnston, Alan Redway, Nelson A. Riis, and John W. Bosley participate in the third-reading debate.

In Question Period, Jake Epp (Minister of National Health and Welfare) answers questions about toxic shellfish and about dioxins in paper products, while Prime Minister Brian Mulroney responds to questions on violence in Haiti. Mr. Mulroney is also asked about negotiations with the United States on Arctic sovereignty.

Elmer M. MacKay (Minister of National Revenue) introduces the third reading of Bill C-87, the Customs Tariff Act; participating in the debate are Pierre H. Vincent (Parliamentary Secretary to the Minister of Finance) and Mr. Cassidy.

Mr. Redway introduces a private member’s motion calling for the establishment of guidelines for annual reports by federal departments, Crown corporations, and government agencies; there are speeches by Marcel R. Tremblay, Dan McKenzie (Parliamentary Secretary to the Minister of Veteran Affairs), Don Boudria, and Richard Grisé (Parliamentary Secretary to the President of the Privy Council).
