Question Period is dominated by inquiries directed at Jake Epp (Minister of National Health and Welfare) on the subject of toxic shellfish. Pat Carney (Minister for International Trade) responds to questions on the Canada–U.S. Free Trade Agreement and Prime Minister Brian Mulroney takes questions on the subject of electricity sales to the United States and a nuclear disarmament agreement between the U.S. and the Soviet Union.

Members complete the second reading of Bill C-92, to amend the Canadian Wheat Board Act, with speeches by Charles Mayer (Minister of State for Grains and Oilseeds), Don Boudria, Stan J. Hovdebo, Les Benjamin, Nelson A. Riis, and Maurice Foster.

The House resumes its third reading of Bill C-87, the Customs Tariff Act, with remarks by Mike Cassidy.
