Conversations with the British government concerning the Canadian Constitution are the leading topic in Question Period. The House completes third reading of Bill C-24, a bill to amend laws relating to fiscal transfers to the provinces; there are speeches by Harvie Andre, Bill Blaikie, and Pierre Bussières (Minister of State for Finance). The House resumes its consideration of Bill C-59, a supplementary borrowing authority bill; Don Blenkarn, Don Mazankowski, Roy MacLaren (Parliamentary Secretary to the Minister of Energy, Mines and Resources), Blaine A. Thacker, and Les Benjamin participate the discussion. Hal Herbert moves a private member’s motion for papers dealing with the restructuring of the Department of Public Works and the possibility of its transformation into a Crown corporation; David M. Collenette (Parliamentary Secretary to the President of the Privy Council) and Raymond Savard (Parliamentary Secretary to the Minister of Public Works) speak.
