There are also inquiries about the appointment of eight new senators. Ian Deans rises on a question of privilege related to the alleged premature distribution of copies of Bill C-9 to members of the press by Solicitor General Bob Kaplan. Mr. Kaplan, Ray Hnatyshyn, and Svend Robinson respond and the Speaker declines to rule on the matter. Mr. Kaplan introduces Bill C-9, an act to establish the Canadian Security Intelligence Service (CSIS). The bill is introduced and passes first reading following recorded votes.
