The House resumes its second reading of Bill C-130, legislation to implement the Canada–U.S. Free Trade Agreement; there are speeches by Monique Landry (Minister for External Relations), Mr. Malépart, Mr. Riis, Pierre Blais (Minister of State for Agriculture), Mr. Hopkins, Mr. Young, Ed Broadbent, Barbara McDougall (Minister of Employment and Immigration), Mr. Cassidy, Keith Penner, Jim Fulton, William G. Lesick, George Henderson, Sid Fraleigh, Ms. Dewar, Walter Van de Walle, Maurice Foster, Girve Fretz, Lise Bourgault (Parliamentary Secretary to the Minister of Consumer and Corporate Affairs), Warren Allmand, Bob Layton, Lorne Nystrom, A.H. Harry Brightwell, Stan J. Hovdebo, Brian Tobin, Claudy Mailly (Parliamentary Secretary to the Minister of National Revenue), Jack Harris, Jim Edwards, John Nunziata, Gérald Comeau, and Howard McCurdy.

In Question Period, Flora MacDonald (Minister of Communications) and Marcel Masse (Minister of Energy, Mines and Resources) face questions about the government’s commitment to the 1969 Official Languages Act, while John C. Crosbie (Minister for International Trade) defends Canada’s response to the downing of an Iranian passenger airliner by an American naval vessel.

The House resumes its consideration of a private member’s motion by Mr. Riis calling for depositors to be informed when their deposits are uninsured; participating in the debate are Ms. Dewar, Murray Dorin, Mr. Nunziata, Jean-Guy Guilbault, Elliott Hardey, Mr. Layton, and Fred King.
