2nd Session—33rd Parliament

Question Period opens with an exchange between John Turner (Leader of the Opposition) and John C. Crosbie (Minister for International Trade) over the effects of the Canada–U.S. Free Trade Agreement on water resources. Paul Dick (Associate Minister of National Defence) is asked about the proposed acquisition of nuclear-powered submarines, while Tom Hockin (Minister of State for Finance) and Don Mazankowski (Deputy Prime Minister) respond to inquiries about bank service charges.

As a delay tactic, the New Democratic Party demands recorded votes for the introduction and first reading of Bill C-299, an amendment to the Arctic Waters Pollution Prevention Act, and Bill C-300, an amendment to provisions in the Excise Act related to exemptions for home-brewed beer.

Doug Lewis (Minister of State for the Treasury Board) announces his intention to invoke closure on a motion to extend the House’s hours of sitting over the summer months. NDP House leader Nelson A. Riis tries to introduce a competing motion concerning the House’s extended hours of sitting.
