As a delay tactic, the New Democratic Party demands recorded votes on the introduction and first reading of Bill C-303, a bill to recognize hockey as a national sport.

In Question Period, John C. Crosbie (Minister for International Trade) faces inquiries about the abandonment of the Newfoundland Railway. Tom Hockin (Minister of State for Finance) responds to questions about bank service charges. Perrin Beatty (Minister of National Defence) answers questions about a deadly explosion at CFB Chilliwack.

The House proceeds to the second reading of Bill C-130, legislation to implement the Canada–U.S. Free Trade Agreement; there are speeches by Mr. Crosbie, Lloyd Axworthy, Steven W. Langdon, Mr. Hockin, Charles L. Caccia, Lynn McDonald, Robert de Cotret (Minister of Regional Industrial Expansion), Sheila Finestone, Vic Althouse, and Suzanne Duplessis (Parliamentary Secretary to the Minister of State for Science and Technology).

Iain Angus introduces a private member’s motion calling for the prohibition of exports of water from Canada; participating in the debate are Mr. Caccia, John Reimer, Ms. Duplessis, Simon de Jong, and Ms. Finestone.
