2nd Session—33rd Parliament

Margaret Thatcher, the prime minister of the United Kingdom, addresses the Senate and the House of Commons. Prime Minister Brian Mulroney, Speaker of the Senate Guy Charbonneau, and Speaker of the House of Commons John A. Fraser also make remarks.

Joe Clark (Secretary of State for External Affairs) makes a statement announcing the expulsion from Canada of a group of alleged Soviet spies; André Ouellet and Bill Blaikie respond.

In Question Period, there is an uproar when John Turner (Leader of the Opposition) asks Don Mazankowski (Deputy Prime Minister) about Ms. Thatcher’s remarks concerning the Canada–U.S. States Free Trade Agreement.

Members proceed to vote on a motion concerning the 1987 constitutional amendment (the Meech Lake Accord), as well as a number of amendments to the motion. The main motion on the constitutional agreement is passed.

The New Democratic Party delays proceedings by requesting recorded votes on the introduction and first reading of private members’ bills.
