1st Session—33rd Parliament

The House concludes second reading of Bill C-30, to amend the Bretton Woods Agreement Act and to repeal the International Development Association Act; Sheila Copps and Nelson A. Riis speak. Members resume debate on Bill C-24, to amend the Oil Substitution and Conservation Act and the Canadian Insulation Program Act; speakers include Barbara Sparrow, Simon de Jong, Ferdinand Robichaud, and Vincent Della Noce.

Question Period includes inquiries on the subject of a terrorist attack on the Turkish Embassy in Ottawa. There are also questions about an agreement between Canada and the United States concerning the establishment of a northern defence warning system. A procedural dispute takes place after the Speaker denies several requests for emergency debates; a later motion for an emergency debate by Ian Waddell is lost on a recorded vote. The Speaker commemorates the first anniversary of the election of Stanley Knowles as an honorary officer of the House.

Charles L. Caccia introduces a private member’s motion concerning the establishment of a national park at South Moresby, in the Queen Charlotte Islands of British Columbia; Gary M. Gurbin (Parliamentary Secretary to the Minister of the Environment), Mr. Waddell, and Gérald Comeau participate in the debate.
