On a designated opposition day, Ed Broadbent introduces a non-confidence motion condemning the Government’s failure in bilateral relations with the United States, specifically in relation to inaction on acid rain and U.S. President Ronald Reagan’s “star wars” project; participants in the debate include John Turner (Leader of the Opposition), Joe Clark (Secretary of State for External Affairs), Jean Chrétien, Bill Blaikie, Suzanne Blais-Grenier (Minister of the Environment), Pauline Jewett, Erik Nielsen (Deputy Prime Minister and Minister of National Defence), and Charles L. Caccia. The non-confidence motion and an amendment to it by Mr. Turner are later lost on a recorded vote.

The issue of acid rain and North American air defence are the leading topics in Question Period.

Mr. Clark makes a statement concerning requests for improved security that were made prior to a terrorist attack on the Turkish Embassy in Ottawa. Bob Kaplan, Ian Deans, John Nunziata, and Ian Waddell respond.
