The House resumes debate on Bill C-24, to amend the Oil Substitution and Conservation Act and the Canadian Insulation Program Act; participants in the debate include Russell MacLellan, Ian Waddell, Fernand Robichaud, Svend J. Robinson, Don Boudria, Ernie Epp, Jean-Claude Malépart, Les Benjamin, Len Hopkins, Lorne Nystrom, Sheila Copps, George Baker, and Alain Tardiff. Bill C-24 passes second reading on a recorded vote.

Question Period includes inquiries on the subject of a job creation forecast at the National Economic Conference, the assets of pension funds for the Canadian Commercial Bank, and unemployment insurance.

Svend J. Robinson introduces the second reading of Bill C-225, a private member’s bill to amend the Canadian Human Rights Act to prohibit discrimination based on sexual orientation; there are statements by Chris Speyer (Parliamentary Secretary to the Minister of Justice), Ian Waddell, Jacques Guilbaut, Reg Stackhouse, John Nunziata, and Patrick Boyer. Bill C-225 is withdrawn and its subject matter referred to the Standing Committee on Justice and Legal Affairs.
