The House resumes debate on Bill C-27, a bill to amend several laws to comply with the Canadian Charter of Rights and Freedoms, with speeches by Lynn McDonald, Roger Clinch, Don Boudria, Alan Redway, and Neil Young.

Question Period includes inquiries on the subject of NATO discussions concerning the United States’ strategic defence initiative. There are also questions about aboriginal rights and Canadian pork exports.

Pat Carney (Minister of Energy, Mines and Resources) makes an announcement concerning the Western Accord, an agreement on energy pricing between the federal government and the provinces of Alberta, Saskatchewan, and British Columbia; there are responses from Russell MacLellan, Ian Waddell, and others.

Minister of State for Finance Barbara McDougall introduces the second reading of Bill C-37, a bill to enact the Canadian Commercial Bank Financial Assistance Act; speakers include Aideen Nicholson, Nelson A. Riis, Jim Edwards, Lorne Nystrom, Herb Gray, and John R. Rodriguez. Bill C-37 passes second reading on a recorded vote.
