The House begins its consideration of Senate amendments to Bill C-60, a bill to amend the Copyright Act, with speeches by Flora MacDonald (Minister of Communications), Sheila Finestone, and Ian Waddell.

Members complete the second reading, in-committee review, and third reading of Bill C-127, a bill to amend the Cape Breton Development Corporation Act; participants in the debate include Bernard Valcourt (Minister of State (Indian Affairs and Northern Development), J. Michael Forrestall (Parliamentary Secretary to the Minister of State for Science and Technology), Dave Dingwall, John R. Rodriguez, Jake Epp (Minister of National Health and Welfare), and Russell MacLellan.

In Question Period, John C. Crosbie (Minister for International Trade) is asked about the loss of provincial powers under the Canada–U.S. Free Trade Agreement. Barbara McDougall (Minister of Employment and Immigration) is asked about the refugee hearing for Santokh Singh, while Mr. Epp speaks about funding for AIDS research.

Members proceed with report-stage consideration of Bill C-105, to enact the Railway Safety Act; there are speeches by Mr. Epp, Blaine A. Thacker (Parliamentary Secretary to the Minister of Transport), Fernand Robichaud, Les Benjamin, and Vic Althouse.
