Question Period is dominated by inquiries for Prime Minister Brian Mulroney about proposed amendments to Bill C-72, legislation to replace the 1969 Official Languages Act. John C. Crosbie (Minister for International Trade) responds to questions about the recommendations of a Senate committee concerning the Canada–U.S. Free Trade Agreement.

Justice Minister Ray Hnatyshyn introduces debate on the 1987 constitutional accord (the Meech Lake Accord). Bob Kaplan (the Liberal justice critic) and Pauline Jewett (the NDP critic for constitutional matters) also participate in the debate.
