Rising on points of order, Herb Gray (the Official Opposition House leader) and Ed Broadbent (the leader of the NDP) take issue with the government’s attempts to limit debate on its proposed motion on abortion; Doug Lewis (Minister of State (Treasury Board)), Jean-Robert Gauthier, and Lloyd Axworthy respond and the Speaker refuses to rule on the matter.

Bill C-130, legislation to implement the Canada–U.S. Free Trade Agreement, is introduced and passes first reading following a pair of recorded votes.

In Question Period, Deputy Prime Minister Don Mazankowski, Marcel Masse (Minister of Energy, Mines and Resources), and John McDermid (Parliamentary Secretary to the Minister for International Trade) respond to a series of questions on the Canada–U.S. Free Trade Agreement.

Nelson A. Riis rises on a point of order concerning the procedures for introducing the second readings of bills; Herb Gray and Doug Lewis respond.

Mr. Mazankowski introduces the second reading of Bill C-129, legislation to privatize Air Canada; there are speeches by Russell MacLellan and David Orlikow.

Gordon Taylor introduces the second reading of Bill C-205, a private member’s bill aimed at protecting heritage railway stations; participating in the debate are Jim Manly, Blaine A. Thacker (Parliamentary Secretary to the Minister of Transport), Anne Blouin, Lawrence I. O’Neil, and Ken James (Parliamentary Secretary to the Minister of Supply and Services).
