2nd Session—33rd Parliament

The House completes the report-stage consideration of Bill C-117, to amend the Excise Tax Act and the Excise Act, and proceeds to its third reading; there are speeches by Pierre H. Vincent (Parliamentary Secretary to the Minister of Finance), Alfonso Gagliano, Roger Clinch (Parliamentary Secretary to the Minister of Communications), Mike Cassidy, John Nunziata, Cyril Keeper, Sheila Copps, and Simon de Jong. Bill C-117 later passes third reading, along with an amendment to it by Mr. Clinch.

Question Period is dominated by questions for John C. Crosbie (Minister for International Trade) concerning the effects of the Canada–U.S. Free Trade Agreement on health care and on Canadian laws. There are also questions about the provincial premiers’ positions on free trade.

Alan Redway introduces a private member’s motion calling for the repeal of Section 17 of the Financial Administration Act; participating in the debate are Don Boudria, Mr. Vincent, Mr. Cassidy, and Bob Layton.

Sheila Copps’s earlier amendment to Bill C-129, legislation to privatize Air Canada, is lost on a recorded vote.
