Defence Minister Perrin Beatty introduces the second reading of Bill C-77, a bill to enact the Emergencies Act. The bill, intended to replace the War Measures Act, contains security measures to be invoked during national emergencies. Participants in the debate on the bill include Len Hopkins, Derek Blackburn, Gabriel Fontaine, Bob Kaplan, Ernie Epp, Reginald Stackhouse, Douglas C. Frith, Suzanne Duplessis (Parliamentary Secretary to the Minister of State for Science and Technology), and David Orlikow.

Question Period opens with questions for Prime Minister Brian Mulroney about his stance on the Canada–U.S. Free Trade Agreement and its effect on women’s employment. Finance Minister Michael Wilson is asked about tax reforms.
