2nd Session—33rd Parliament

The House resumes second reading debate on Bill C-77, the Emergencies Act. The bill, intended to replace the War Measures Act, contains security measures to be invoked during national emergencies. The debate includes speeches by David Orlikow, Charles-Eugène Marin, Jim Manly, Marc Ferland, Don Boudria, John Parry, Joe Reid, Svend J. Robinson, and Dan Heap.

In Question Period, Finance Minister Michael Wilson responds to questions about tax reform; Pat Carney (Minister for International Trade) is asked about the effects of the Canada–U.S. Free Trade Agreement on fishing communities; and David Crombie (Secretary of State of Canada) is asked about a proposed national advisory council on postsecondary education.

Speaker John A. Fraser rules on an earlier question of privilege raised by John Nunziata concerning the interception of a telephone conversation between a member of his staff and a constituent.

Bob Corbett introduces a private member’s motion concerning a proposed Maritime regional exemption from tariffs on softwood lumber exports; participating in the debate are Keith Penner, John A. MacDougall, John Parry, Fred McCain, and Felix Holtmann.
